"the busiest season for drilling is in the winter, when the ground is frozen. Cold temperatures, high winds, frozen ground, heavy snowfall and ice are not ideal for outdoor activity. But for Oil and Gas Industry, the conditions are just right for the winter drilling season in Canada. The frozen ground allows us to move heavy rig equipment where roads do not exist, or without damaging existing roads. When the ground is thawing or wet, road bans are put in place by the county to protect the roads and ground"

One factor is the weakening of El Niño. it tried coming back a few days ago, but has fallen off again This along with much lower global angular momentum is allowing the pattern to take on more of a La Niña-ish look

To illustrate the risk... The Euro EN, which is preferred in the forecast, has averaged too cool in the past 30 days by 3-5° in the 11-15 Day period from Washington DC points north to Boston. The Refinery complex had a capacity to process 335,000 bpd - On June 10th a fire broke out at the Point Breeze section, and then 11 days later in the Girard Point section a butane vat connected to a 30,000 bpd alkylation unit ignited causing a series of explosions. - from satellite imagery, Ursa concludes the fire destroyed the alkylation unit, including the eastern half of the train, the reactors and settlers, and damaged adjacent pipelines. In addition, the fractionation tower remained in tact, but pipeline infrastructure connecting unit components was gone. - The alkylation unit produces alkylate, a premium gasoline feedstock - Refineries along the Altantic Seaboard are experience challenging economics - By June 26, NYMEX RBOB was 10% higher than just six days earlier.
